It depends upon the original policy statement of the COE as most of those reservoirs (as well as all of the ones on the Tennessee river) have flood control as the primary purpose usually followed by power generation (most of them have hydro power units) with recreation at the bottom of the priority list.

There was a small reservoir in Ohio where I lived before we moved to Michigan....they were able to drain it when they wanted to.....it was weird....one day there was a big lake...then it was gone....my dad took us swimming there when I was a kid.....it was nasty....sunk up past your ankles in mud!
